New South Wales State Stamp Duty is payable on a contract for the purchase of an apartment. This is regarded as a "transfer of land"

If the purchaser is an individual person (i.e. not a company) there is no Stamp Duty charged on mortgages that secure loans for "owner occuppied housing" or "investment housing".
